PWD Rest House Rules




 Public Works Department -  Implementation of online reservation facilities at Rest Houses -Rules for reservation - modified - Orders.

                   As per Government Order read as 1st paper above, Government have issued Rules for reservation and occupation of Rest Houses, Catt sheds and Conference Halls under Public Works Department. As part of up gradation of official Web Portal of Public Works Department, it is decided to implement online reservation facilities at Rest Houses. As the software for online reservation is being developed in accordance with the guidelines stipulated in the Government Order read as 1st paper above, the Chief Engineer(Buildings) has submitted a proposal as per 2nd paper read above for suitable modification of the rules. The main points for clarifications/ modifications put forth by CE were as detailed below:
  1. The number of rooms that cane booked by a single applicant for a particular period on a                     selected Rest House.
   2. As per clause 4.4 of the Government Order read as 1st paper above, the Reserving Authority needs to approve each application for reservation of roots. Further, it shall be the responsibility of the applicant to confirm the reservation from the Reserving Authority. It is suggested that the proposed online system will automatically confirm the room reservation provided the selected room is vacant and not booked for any other purpose including VIP visit.

3. As per clause 4.3 of the Government Order read as 1st paper above, the full rent for the entire period of reservation shall be paid in advance before the room is occupied. Currently the rent is collected at the time of occupation of the room. But, in the online reservation system,.before the booking is to be confirmed, the required rent shall be collected in advance at the time of booking. This needs online payment system to be integrated with the proposed rest house booking system.

4. As per clause 4.5 of the Government Order read as 1st paper above, if the occupant does not require the accommodation ahead reserved for the entire period, he may inform the reserving authority 24 hours in advance. Full repayment if the cancellation is due to departmental reason like Government functions or VVIP/VIP visit etc

5. Calculation of rent when Government servants on official duff accompanied by his family members/friends who are not officials and not eligible for concessional rates:- If companions are occupied in the same rooflrs, who are not Government servant, there is no need of additional remittance, provided the journey of the original occupant should be for official purpose.

6. As per clause 4.2 of the Government Order read as 1st paper above, reservation shall not be ordinarily made at a stretch of more than seven days for Government Officers on official duty and three days for general public. Also, as per clause 5.9, for general public for occupation more than three days the rent shall be double the normal rent. It is suggested that for Government servants on official duty outside their head quarters, it will be deffer to give reservation at a stretch for maximum seven days. If rooms are available unreserved, further period can be allowed. Also for their private purposes, no concession shall be allowed. Also as the rent has already been revised,- there is no need of collecting double the rent from the general public if they occupy the rooms beyond 7 days.

7. The Chief Engineer has suggested that for Government servants on private tour, there is no need of concession payment.

                      Government have examined the matter in detail and are pleased to issue the following clarifications/ modifications to the rules for reservation and occupation of Rest Houses under Public Works Department, issued as per 1st paper read above:

1. A single applicant can book only one room at a Rest House for a particular period. If additional     room is required, separate booking has to be done.

 2. The Rest house booking will be online on availability of room and on payment.

3. There will be online payment system using the e-Treasury payment gateway of Government. The receipt on account of rest house reservation charges will be accounted under the receipt head of PWD. The proposed porlal can be integrated with the e-treasury portal for receiving digital payments on sharing the technical document in this regard . The POS facility available with e-treasury system can be utilized by the rest houses for counter receipts also.

4. There will be cancellation facility for online booking and refund of payment is also allowed for cancellation.

5. The family could stay with an Officer/ employees even during his visit for official purpose. As only one room can be booked by a single person at a selected Rest House, the rate will be based on room booked for official purpose and if additional room is required separate booking as private occupant has to be done.

6. The continuous booking for Government servants on official private purpose and for general public will be three days.

        The Chief Engineer(Administration) is directed to share the technical documents in this regard to the Director of Treasuries for further proceedings for online payment.

           Hon'ble High Court of Kerala --regarding.

Ref:- Interim order dated 29.08.2019 i:n C.C(C)No.1609/2019( S)

           As per the interim order dated 29.08.2019 of\"he Honourable High Court in
C.C(C)No.1609/2019(S), there is a direction to the Chief Secretary and the
Principal Secretary to the Honourable Chief Mlinister to issue instructions to all
Government officials concerned and other subordinate departments inclnding the
District Collectors to ensure that if more time is required for compliance of
judgments than what is stipulated by the Court, then necessary application for time
extension along with supporting affidavit showing the cogent reason thereof should
be filed in the court well before the expiry o. f the stipulated time limit.

               Hence all Departments in Government Secretariat/District Collectors / All
Heads of Departments / should ensure that the above directions are scrupulously
followed ·

 The Chief Electrical Engineer is under the control of Chief Engineer, PWD Buildings. Superintending Engineer is re‐designated as Chief Electrical Engineer. As per G.O(P) No. 542/Fin dated 08/10/2012 financial delegation of Chief Engineer in respect of electrical works can be exercised by Chief Electrical Engineer. The following major works are entrusted to PWD Electrical wing.

  1.  Design, preparation of estimates, tendering, execution of agreement, supervision and bill   preparation of all electrical works of Government building under PWD, LSGD and Irrigation   departments.
  2.  Registration and renewal of contractor’s license
  3.  Department approval of electrical products
  4.  Technical sanction of estimates of other departments by accepting centage charges.


 Under this office there are three Divisions Thiruvananthapuram, Thrissur & Kozhikode.
 Executive Engineer is the head of all divisions.

 Duties and Responsibilities 

 Superintending Engineer 

(Electrical) 1. Assist the Chief Engineer (Buildings) in all matters relating to Electrical works. 2. Inspection of major installations and works, which require his advice and assistance 3. Issuing inspection notes immediately after inspection 4. Sanctioning of all estimates and arranging all electrical works within the powers 5. Scrutinize and accord TS within his powers of sanction to all estimates 6. Overall control of the work of subordinate officers. 7. Giving sanction for arrangements related VVIP/ VIP visits and Government functions, as per delegation of powers. 8. Exercising overall control over the establishment of the electrical wing 9. Exercising administrative and financial powers delegated to him 10. Suggesting and implementing technical innovation in the execution of electrical works. 11. Recommending schedule of rates for different items of works involved for approval of Chief Engineer every year. 12. Examining the quality of different makes of electrical materials and preparing list of approved makes for use in electrical works for the guidance of subordinate officers. If different catalogue numbers/ sub sections are available for the same brand, the particular catalogue number/subsection shall be mentioned. 13. Recommending specification for materials and works involved in electrification works for approval by the Chief Engineer 14. Issuing departmental approval for electrical materials. 15. Issuing Electrical Contractor License/ Registration (all categories) and fixing rules and regulations. 16. Examining relevant documents and notes and issuing order or routine matters subject to any general or specific instruction of the Chief Engineer. 17. Examining relevant documents and notes and recommending actions in cases requiring Chief Engineer’s attention. 18. To approve and finalise an electrical design and drawings. 19. Conduct inspection for approval to workshops/ factories where electrical panel, materials are manufactured 20. To implement energy conservation methods. 21. To participate in all State level meeting where electrical matters are involved

 Executive Engineer (Electrical) 

In additional to the common duties of Executive Engineers, Executive Engineers (Electrical) shall be responsible for the following. 1. Preparation of specification of materials and items involved in electrification works for recommending to Superintending Engineer electrical and keeping the specifications upto date. 2. Verifying the quality of different make of materials. 3. Assist the Superintending engineer in conducting inspections for issue of approvals/ registration of contractors if required and preparing inspection notes. 4. Inspecting at least 5 major works in every district subject to a minimum of 50 works in a year. 5. Inspection of electrical installations, at least 2 major installations in every sub divisions in a year and preparing inspection notes. 6. Sanctioning of all estimates and arranging all electrical works within the powers 7. Issuing instructions for preparation of annual Indents for materials , Tools and Plants etc. 8. Making payment to Electrical and electronics works. 9. Arranging the issue of timely reminders on technical reference remaining un answered from subordinate officers. 10. Representing the department in conferences and meetings concerning electrical works or those which the superintending engineer electrical is unable to be present and taking follow up action after informing the Superintending Engineer/ Chief Engineer 11. Exercising overall technical and administrative control of the sub divisions. 12. Distributing the works in the office among the staff working under him and giving them timely instructions. 13. Taking initiative in suggesting technical improvements and energy conservation measures to Superintending Engineer electrical. 14. Any other duties assigned to him by the Superior officers

 Assistant Executive Engineer (Electrical) 

In additional to the common duties of Assistant Executive Engineers, Assistant Executive Engineers (Electrical) shall be responsible for the following. 1. Checking estimates submitted by the Assistant Engineer. 2. Inspection and holding discussions with concerned officials before finalizing the estimates 3. Inspecting works during execution, exercising quality control, check measuring works, scrutinizing bills etc. 4. Forwarding bills for payments to the concerned Electrical/ buildings division 5. To check the arrangements of works related to VIP visits and Governmental functions 6. Following the instructions received from higher officers from time to time regarding proper execution of the work. 7. Carrying out any other duties that may be specifically assigned to him by superior officers. 8. To represent the department in district wise meeting and conferences concerning electrical matters.

 Assistant Engineer (Electrical)

 In additional to the common duties of Assistant Engineers, Assistant Engineers (Electrical) shall be responsible for the following. 1. Guiding and controlling of the work of the electrical staff attached to the section. 2. Arranging rectification of defects reported to him by the field staff and restoring supply. 3. Guiding in proper maintenance of installations and safety measures 4. Periodical testing of installations noting the test readings and making timely action for rectification of defect, when the test readings are not within the safe limits. 5. Preparing and giving instruction for the preparation of estimates for electrification works and verifying the adequacy in conformity with standards & norms. 6. Inspecting works in progress and giving necessary instructions. 7. Arrangement of works related to VVIP visits and Governmental functions. 8. Taking measurements of all works and preparation of bills. 9. Carrying out any and other duties that may be assigned to him by his superior officers. 10. To check measure measurement recorded by the Overseer.
